First sight of draft hospital plans and how to give your views at board meetings

An initial draft of the strategic outline case (SOC) for transforming hospitals, that will be considered next month at separate board meetings of West Hertfordshire Hospitals NHS Trust and Herts Valleys Clinical Commissioning Group, is now available. Follow this link to see the initial draft SOC.

The initial draft SOC has been published ahead of board papers to give people additional time to review the document before it is considered by each board on 11 July at meetings held in public. At each meeting there is an allotted time for the public to give their views.

The SOC makes a case to regulators and HM Treasury for circa £350million of investment in local hospitals. It reflects the outcome of a meeting of both boards on 6 June which gave indicative support for option one as the emerging preferred way forward. 

Of the four shortlisted options, this would provide the greatest amount of investment in the Watford General Hospital site which sees the most patients and treats the patients with the most acute clinical needs.

The draft SOC outlines plans for new clinical buildings at Watford General Hospital including theatres, a new ward block and critical care as well as women and children’s services and a refurbishment of the Princess Michael of Kent building. There would also be investment on the Hemel Hempstead and St Albans City Hospital sites. Under option one, Hemel Hempstead would become a planned medical centre with services, including a newly provided urgent treatment centre, consolidated into a redeveloped complex. St Albans City Hospital would be enhanced as a planned surgical facility including a new cancer and surgical centre with diagnostic suite as well as refurbishments to theatres and inpatient beds and the development of a small high dependency unit. 

People who want to give their views to either board can do so by making written submissions or personal representations directly to the Hospital Trust or the CCG.

Written submissions of up to 500 words must be submitted by 8am on Monday, 1 July in order to be included with the papers for the relevant board.

People wanting to make a representation in person should also notify the Trust or CCG by 8am on Monday 1 July. This is to allow time to review individual requests and consider whether they can be accommodated within the allotted time for that board meeting. People will be told by the end of the day on Friday 5 July if their request has been accepted.

  • West Herts Hospitals NHS Trust - 9am to 10.30am at The Executive Meeting Room, The Restaurant, Watford General Hospital, Vicarage Road, Watford WD18 0HB
  • NHS Herts Valleys Clinical Commissioning Group – 2pm to 4pm at Stanborough Centre, 609 St Albans Rd, Watford, WD25 9JL

The initial draft SOC is published on the understanding that there may be slight revisions to some costings as detailed work is still being carried out. A briefing note explaining any changes will accompany the final draft SOC which will be published as part of the 11 July board papers.
