Stuart Bloom, Lay Member, Deputy Chair
I am Chair of the Quality and Performance Committee at Herts Valleys CCG. Since 2003 I have been a non-Executive Director and chair of a number of NHS primary care trusts in Hertfordshire. I am currently Chair of Health Education East of England, which covers Norfolk, Suffolk, Cambridge, Peterborough, Essex, Hertfordshire and Befordshire.
Alison Gardner, Lay Member
I have more than 35 years of professional management experience working in the Civil Service and more recently within the health sector here and in Ireland. I am the Lay Board Member lead for Patient and Public Involvement and I am committed to giving our patient representatives and volunteers a real opportunity to have an impact on the development of services for the whole of Herts Valleys community and a meaningful role in all our decision making processes.
Paul Smith, Lay Member
I am the Board lay member responsible for governance, including chairing the Audit and Remuneration Committees. I have been involved with the NHS since 2006 when I joined West Hertfordshire Primary Care Trust at a non-Executive Director. Previously, I worked for the Ford Motor Company for 28 years in a variety of finance roles including as Finance Director for three years.
Thelma Stober, Lay Member
I am a practising Solicitor and Commercial Mediator, having initially qualified as a Barrister with over 20 years’ experience working in governmental and other high profile public sector bodies and boards as Director of Law Governance and Procurement. I sit on the Governments Victims Panel advising on improving the criminal justice system for victims of crime. I am a non-Executive Director of Sanctuary Group Board, its Group Housing and Remuneration Committees. I am also a motivational speaker with a particular focus on young people.
Charles Allan, Director of Contracting and Resilience
Non-voting member - I have worked in and with the NHS for 30 years and have experience in most areas of the NHS. I was a first wave Primary Care Trust Chief Executive between 1999-2005 for Newark & Sherwood PCT and have held senior positions in strategic health authorities, acute and community providers. I have six years of experience as an independent consultant working with both the NHS and private sectors.
Hein Scheffer, Director of Workforce
Non-voting member - I have more than 24 years’ experience in Human Resources. I managed both a human resources and employment law consulting firm and a hospitality management company before relocating to the UK from South Africa in 2009. I am a Fellow of the Chartered Institute of Personnel and Development; hold a LLB (Hons) from the Open University and a Master’s Degree in Personnel and Development from UCLAN.
Juliet Rodgers, Associate Director of Communications and Engagement
Non-voting member - I joined the NHS in 2009, working initially for Hertfordshire Primary Care Trust. I was brought in as the lead for communications and engagement with Herts Valleys CCG in 2013. My previous roles were mostly in London housing associations, in various roles, most recently in policy and communications. Here at Herts Valleys I head up a team that manages communications with staff, our member practices and the wider local population, including running campaigns and handling social and traditional media.
Rod While, Head of Corporate Governance
Non-voting member - I joined Herts Valleys CCG in August 2015 after spending six years at Luton PCT/CCG. Before this, I spent 20 years working in the pharmaceutical industry in a variety of senior sales and marketing roles. I am responsible for all aspects of corporate governance including supporting the board, board committees, ensuring we deliver all of our statutory duties, managing conflicts of interest and our constitution.
Dr David Buckle, Director of General Practice Development
Non-voting member - In March 2016 I became Director of General Practice development for Herts Valleys CCG. As medical director I am responsible for medicines optimisation (MO). I believe that clinical leadership should work at all levels within the NHS and that skilled, accessible primary care is the foundation of all effective high quality healthcare systems.
Brian Gunson, Healthwatch Hertfordshire (Observer)
Non-voting member - I studied biochemistry at Birmingham University and since then I have worked in healthcare for over 40 years with experience of the NHS, medical charities, pharmaceuticals and consultancy. I joined Munro and Forster Communications in 1990 and have been chairman there since 2002. The company is a specialist healthcare communications consultancy. I am passionate about patient engagement and public involvement.
Caroline Sutherland, patient representative (volunteer)
Non-voting member - My role is to be a progressive and an active member of the board, and the voice of patients from the four localities. I believe my role is important because it means that the patient view is brought directly into board decisions. Through my involvement with the localities and patient groups, I am able to bring an informed view and where necessary challenge for a better understanding of patient concerns across west Herts.
